The evening of 13 April 2013, the International Award for Public Art Presentation Ceremony and Public Art Forum was held. Lewis Biggs, the president of Public Art Award jury, hosted the forum.

Professor Lin Wenhai，Chairman of Department of Art, Tunghai University in Taiwan, said: "I always respond how to do evaluation. We did evolutions in architecture after using it. Could we evaluate public art after installation? Some guests asked about why we should legislate when we have to conjunct with artists, professions and so many different views together. In Taiwan, it was very difficult at the beginning. Actually, convincing lawmakers was even more difficult than convincing a group of artists, but it was passed. The question is why we legislate. Because of without legislation we can’t guarantee enough funding. Taiwan's legislature was done by the public sector. This is the first step. If there is limited money, then you can donate as a public Art Fund, and manage the funding afterwards.”

“There are several levels in Taiwan's Public Art regulations. The first level is how to execute. The next is to review the aesthetics by a group of members, and then another group of members will review the legitimacy and judge whether there is any illegal behavior for the profit or omission of regulations. I used to be the committee member of "Ministry of Culture”. Our minister said artists are vulnerable groups. Art works are the people's common assets. From this perspective, there is nothing wrong if you want to get some profits . Artists should have more space to show their ability.”

The purpose of evaluation is not to judge whether artwork is good or not, although the evaluation mechanism can do. What I want to say is that public art is our common property. We mus know where the property is and how it is. Public art is one of our family members. "
